SRINAGAR: Jammu and Kashmir Pradesh Congress Committee (JKPCC) Chief, Tariq Hameed Karra, on Wednesday criticised the ‘dual control system’ in Jammu and Kashmir, calling it a source of confusion and inefficiency that is adversely affecting governance in the region.
Speaking to the media in Jammu, Karra said the lack of clarity in the governance framework was eroding public trust and harming both democratic and administrative processes.
“The dual control system, which lacks proper business rules, is creating confusion in both political and administrative setups. The first casualty of this system is the people of Jammu and Kashmir,” Karra stated.
He urged the stakeholders to address the issue urgently, warning that the inefficiencies would continue to deepen public distrust in governance unless rectified.
Karra also highlighted contradictions in the government’s stance on militancy. “On one hand, they claim militancy is under control, but on the other, the region continues to witness sustained attacks, especially in Jammu. This exposes the contradictory stand of the administration,” he said.
Additionally, the JKPCC Chief pointed out delays in releasing the Constituency Development Fund (CDF), which is essential for addressing public needs. “Our salaries have been released, but the CDF remains pending. Without it, addressing the needs of the people is challenging,” he added.
Karra concluded by calling for the immediate formulation of clear business rules to address the confusion caused by the dual governance system in Jammu and Kashmir. (KNO)
